Are Health Department bureaucrats unfair in their expectations of the new Northern Beaches Hospital? (Under-fire hospital cops monthly fines, 6/11). The functional integrity of large hospital departments takes years to become optimal. Commentary : The hospital was new and should not have been given fines for not achieving standards when it usually took years for these organisations to develop efficiencies. There were no future reports of hospitals being fined in this way.
